How Taiwanese Dual-Use Technologies Contribute to Critical Infrastructure and Security

This keynote will examine how Taiwan can respond to an increasingly complex security environment by transitioning from passive defense to proactive deterrence, supported by a resilient, whole-of-society approach. It will highlight the growing role of unmanned systems as critical enablers of modern operations, from ISR to real-time situational awareness and tactical support.

Drawing on proven international engagements, including overseas defense validation and market entry, the session will demonstrate how private-sector capabilities can directly enhance national defense outcomes. A key focus will be on the integration of system engineering, advanced manufacturing, and modular design to accelerate deployment and scalability.

The talk will also address how public–private collaboration can operationalize the concept of resilient defense—leveraging distributed production, rapid iteration, and adaptable platforms. The objective is to present a practical, execution-driven perspective on how emerging technologies and industry partnerships can strengthen defense readiness and deliver measurable strategic value.
